observed about 500 voting places, or more than 12% of polling
stations.
The main problem
that we have observed was out-of-date of electoral rolls.
About 2% of the electoral body, have not been put into
electoral rolls, so they could not vote. This imposes a need
for reconsideration of the way of registration of voters once
more. Besides the obligation of citizens to register
themselves, it is necessary that authorities, especially
municipal, do their job more professionally.
The work of
Electoral boards, in the most cases, was correct and
professional.
At the voting place
in Vukosavlje, it has been noted that a smaller group of
people did vote for the whole village, i.e. 120 voters. Beside
this, some of political parties distributed its advertising
materials and agitated for their candidates at the distance
less than 50 meters from the voting place. This was registered
at Jahorina and in Zvornik.
In
Sarajevo’s municipality Novi Grad, the president of the
Electoral board helped to voters during the voting, what was
opposite to the Law.
At
the certain number of voting places, in Ključ and Novi Grad
(Sarajevo), the access to monitors of non-governmental
organizations were denied, and there were some cases of
harassment of monitors what was noted in Novi Grad.
We
regret a very low turnout.
We
asses these elections were fair and democratic. The
irregularities did not have significant impact to electoral
results.
