STATEMENT

 

We, the participants of the International Conference on How to Reach Stability in the Southeast Europe held in Tuzla on 9 and 10 July 1999, as the representatives of the democratic alternative – groups of non-governmental organisations and parties of democratic opposition – from Bosnia and Herzegovina, Croatia, Federal Republic of Yugoslavia – Serbia and Montenegro – and Slovenia, have adopted the following statements:
 

1. We support the initiative of the International Community for constitution of the Pact for Stability in the Southeast Europe, which can provide the strategy for stability, transition and cooperation in the region.
 

2. Referring to the Act 33 of the Draft Pact for Stability that gives support to the regional initiatives and organisations and at the same time continuing our cooperation which has started during the war, now we have established the Council of Democratic Alternative for Stability in the Southeast Europe. It will be based in Sarajevo. The Council is open for all the akin actors from the area of the Southeast Europe.
 

3. We emphasise that it is not possible to accomplish the fundamental goals of the Pact for Stability in cooperation only with the existing governmental authorities in view of experience we had until now.
Thus therefore, we ask from the Conference on the Pact in Sarajevo (29 and 30 July) to ensure in a definitive text of the Pact conditions and forms of much more explicit and concrete participation of the democratic alternative in the implementation of the Pact for Stability. This will speed up the process of integration of this region into the European democratic and civic system.
 

4. We think that it is necessary to forsee stronger role of the civic society within the mechanisms of the Pact. Therefore, we suggest that the Working Group for Democracy and Human Rights be renamed into the Working Group for Democratisation, Civic Society and Human Rights, specially emphasizing the issues of ethnic and all other kinds of minorities.
In view of the above statements, the participants of the Conference consider that the presence of a delegation from the democratic alternative at the Conference on the Pact for Stability in Sarajevo would have a great significance for the affirmation of the goals of the Pact.
