STATEMENT FOR PUBLIC
NOT PERMISSIBLE THREATS



Citizens frequently address the Helsinki Committee for Human Rights pointing at not permissible being conditioned by paying certain municipal contributions in order to get identification documents, every citizen has a rights to. Thus, by the order of the mayor of Celic municipality which was presented to the Helsinki Committee, municipal bodies were forbidden to issue permits, resolutions, certificates, transcripts, to those citizens who have not paid war tax and other municipal contributions.
The Helsinki Committee condemns this appearnce of restricting the rights of citizens and blackmailing them by the local authorities. Such appearances are contrary to the Constitution and Law, and we demand that they become ineffective immediately.
